IPv6 traffic over the IPv4 GRE tunnel

I need to tunnel IPv6 traffic over the IPv4 GRE tunnel on J-series devices. The function “copy-tos-to-outer-ip-header” is not working for this case.
According to juniper: “You can achieve the goal of tunneling IPv6 traffic via an IPv4 network by using GRE tunnels. You can configure the GRE tunnels to accept incoming IPv6 traffic; but the IPv6 traffic has to be encapsulated in an IPv6 GRE packet”
But I have a lot of hosts and so it is not a good solution for my network. Do you have any other idea? Is there another serie devices which incorporates this function?
