NSM stop/start services not as ROOT??

Anyone know how to stop/start NSM guiSvr and devSvr services other than root ? I know you cannot run iHaSvr service as anyone other than root, according to manuals, but the setperms.sh script only appears to change the ownership of NSM files in /var/netscreen and nothing else. I f i try and start services as use nsm or a user in group nsm, I get java errors on console.

The setperm script only change the user in the following file : guiSvr.cfg & devSvr.cfg.
After this, you can only laught nsm services with root user. The nsm internal process ll run all devSvr process & guiSvr process with nsm user.
